Bing Ads Agency Account (Microsoft Advertising): Setup, Verification and Top-Up
Rent or get a Bing Ads agency account with AdsRiver and launch on Microsoft Advertising without doing the paperwork alone. We set up the ad account inside an agency manager structure, prepare you for Advertiser Identity Verification, take care of top-ups and stay on hand when a review or payment needs attention.
AdsRiver works as a Bing Ads account provider for media buyers, affiliate teams, agencies and e-commerce brands that want Bing search, Shopping and Performance Max traffic with one manager for access, billing and moderation questions.
Microsoft Advertising is Bing Ads
Microsoft's ad platform started as MSN adCenter, was renamed Bing Ads in 2012 and has been called Microsoft Advertising since April 2019. Most advertisers still search for it as "Bing Ads" or "Microsoft Ads" — it is the same platform, the same Microsoft Ads agency account and the same interface at ads.microsoft.com.
One account covers several kinds of inventory: search ads on Bing and syndicated search partners, Shopping campaigns from a product feed, Performance Max, and Audience Ads on the Microsoft Audience Network. Ads in Copilot are not a separate product: they are delivered through the same account, mainly via Performance Max, and some Copilot features are still limited to the US or beta.
What is a Bing Ads agency account
A Bing agency ad account is an ordinary Microsoft Advertising ad account that is managed through an agency manager account. Microsoft's agency-client process works like this: the agency sends a management request to the client account using its 8-digit account number, the client accepts it within 30 days, and the agency then works in the account with the access level it was given. One account can have up to five direct managers, and a Super Admin on the account side controls users.
For you this means one thing: you get a working Microsoft Ads agency account with the agency on the management side — access, billing setup, top-ups and support come from AdsRiver, and you focus on campaigns. Microsoft does not offer a special "agency" account type with its own limits; what you get is a properly structured account and people who handle the account side for you.
| Term | What it means |
|---|---|
| Manager account | The agency's account in Microsoft Advertising that links and manages client ad accounts. |
| Direct manager | An agency that manages an ad account directly; up to five per account. |
| Management request | Sent by the agency to the 8-digit account number; valid for 30 days. |
| Bill-to customer | Whoever pays for the ad spend — set when the account is linked. |
| Partner Program | A separate Microsoft program for agencies and resellers (Partner, Select, Elite levels); it is not an account type. |
Who a Bing Ads agency account is for
- Media buying and affiliate marketing. Bing Ads for media buying and Bing Ads for affiliate marketing work on high-intent search traffic, within Microsoft Advertising policies. Separate accounts per offer keep tests clean.
- Agencies. Run client campaigns with top-ups in one place instead of collecting cards from every client.
- E-commerce. Shopping and Performance Max on a product feed — a natural extension of Google Shopping, with campaign import from Google Ads.
- B2B. Audience Ads with LinkedIn profile targeting by company, industry and job function.
- Insurance, auto, finance and education leads. Verticals where search intent converts — run under the conditions Microsoft sets for regulated categories.

Bing Ads account top-up and minimum deposit
Bing Ads account top up through AdsRiver: you pay via bank transfer or PayPal (prepayment, B2B contract, invoice), we credit the Microsoft Advertising account, and the balance is ready for spend. Minimum top-up — from $500, service fee — on request.
Is there a Bing Ads minimum deposit on Microsoft's side? There is no single Microsoft Ads minimum deposit. With the Postpay threshold option, the billing threshold depends on country and currency (roughly $5–50 according to industry sources), and Microsoft may place an authorization hold of about 120% of the threshold on the card.
| Question | Microsoft Advertising | With AdsRiver |
|---|---|---|
| Billing modes | Prepay, Postpay threshold, Monthly invoice (approved by Microsoft) | Top-ups to the account balance |
| Payment methods | Cards, PayPal, bank transfer, SEPA direct debit and other methods depending on country | bank transfer or PayPal (prepayment, B2B contract, invoice) |
| Minimum | No single minimum; postpay threshold depends on country | from $500 |
| Cards | One card can be used on up to 20 accounts | No card linking on your side |
| Fee | Microsoft bills for ad spend | on request |
Country rules matter for self-registration: in India the account currency must be INR and debit cards are not accepted; in Brazil billing requires BRL and a Brazilian billing address. Topping up through AdsRiver keeps these checks off your side.
Send your vertical, GEOs and planned spend to the AdsRiver bot — the manager will confirm terms and set up access within 1–3 business days.

Every ad, keyword and landing page goes through Microsoft review. Regulated categories — alcohol, gambling, online pharmacy, financial products, healthcare, supplements, dating — run only under Microsoft's conditions, often market by market; some need pre-approval. We discuss your vertical before launch so you know what to prepare.
- Landing page. A clear offer, real contacts and a privacy policy; the business name on the site matches the account.
- Claims. No exaggerated promises or misleading copy — the most common reason for disapprovals.
- Before import. Review keywords, ads and URLs against policy before importing from Google Ads into a fresh account.
- Disapprovals. The reason is shown in the interface; the manager helps fix it and resubmit.
Bing Ads account verification, EU GEO and suspensions
Bing Ads account verification. Advertiser Identity Verification (AIV) is required for new accounts and in several other cases. It covers business or individual details, documents and domain ownership; a review usually takes 3–5 business days, there are 30 days to finish and three attempts. A rejected AIV can be appealed; the appeal takes about 7–10 business days.
EU GEO. Targeting is set per campaign, so one account can run several markets, including the EU. Since 15 August 2023 ads stop serving in the EEA if AIV is not completed within 30 days — another reason to finish verification early.
Bing Ads account suspended. If you see "Your Microsoft Advertising account is suspended", Microsoft has found a policy issue; serious ("egregious") violations and repeated strikes can lead to suspension. A Microsoft Advertising account suspended for policy reasons is reviewed through an appeal. Creating new accounts around a suspension leads to further, permanent bans — so the right order is:
- Read the reason
Find the policy Microsoft cites for the Microsoft Ads account suspended notice.
- Complete AIV
An appeal is accepted only after identity verification is done.
- Appeal via Digital Safety
File the appeal on the Microsoft Digital Safety portal; the manager helps prepare the case.
- Contact support
For billing or access issues, go through Microsoft Advertising support.
- Wait for the decision
A decision takes around 14 days according to industry reports; avoid creating new accounts meanwhile.

Bing Ads agency account FAQ
Are Bing Ads and Microsoft Advertising the same thing?
Yes. Bing Ads was renamed Microsoft Advertising in 2019; "Bing Ads" and "Microsoft Ads" remain the everyday names for the same platform.
What is a Bing Ads agency account?
It is a Microsoft Advertising ad account managed through an agency manager account. The agency handles access, billing and support; one account can have up to five direct managers. Microsoft has no separate account type with special limits.
What is the Bing Ads minimum deposit?
Microsoft has no single official minimum deposit. With postpay billing the threshold depends on country and currency (about $5–50 by industry sources). For an account with AdsRiver the minimum top-up is from $500.
How do I top up a Bing Ads account?
On Microsoft's side billing runs on Prepay, Postpay threshold or Monthly invoice, with cards, PayPal, bank transfer and other methods depending on country. With AdsRiver you top up via bank transfer or PayPal (prepayment, B2B contract, invoice) and we credit the account balance.
Is identity verification (AIV) required?
Yes, for new accounts and in several other cases. You provide business or individual documents and confirm the domain; review takes 3–5 business days, with 30 days and three attempts to complete it. We help prepare the documents.
Bing Ads account banned or Microsoft Advertising account suspended — what should I do?
Find the cited policy, complete AIV, then appeal through the Microsoft Digital Safety portal and contact support if needed. A decision takes around 14 days by industry reports. Do not open new accounts to get around the suspension — that leads to permanent bans.
Can I import campaigns from Google Ads?
Yes, Microsoft Advertising has a Google Ads import. Check keywords and landing pages against Microsoft policies first: some new accounts have been restricted shortly after importing non-compliant campaigns.
Can I run EU GEO from a Bing Ads agency account?
Yes. GEO is set per campaign. To serve in the EEA, AIV must be completed: ads stop serving there 30 days after account creation without it.
Can I use Bing Ads for affiliate marketing and media buying?
Yes, within Microsoft Advertising policies. Search, Shopping, PMax and Audience Ads all work for performance campaigns; we discuss your offer and vertical before launch.
What is the Bing Ads agency account price?
The AdsRiver service fee is on request on top of your ad spend; the minimum top-up is from $500. Final terms depend on volume and vertical — the manager confirms them in Telegram.
Can I rent or buy a Bing Ads account?
Yes — you can rent a Bing Ads agency account with AdsRiver or buy access to one set up for your project: the account runs in an agency manager structure, identity verification goes through Microsoft's AIV process, and top-ups go through us. The format is agreed in Telegram.
